About: History: How will the scores be used?

Maryland began developing the HSAs in 1993, before the passage of the federal No Child Left Behind (NCLB) Act. NCLB requires states to measure high school students' performance in English, mathematics, and science. The HSAs in English, algebra/data analysis, and biology fulfill NCLB testing requirements.

Maryland developed the HSAs to ensure that all students have the skills they'll need for success in and after high school. By tracking achievement for students overall, for students of different races, and for those needing special services, MSDE ensures that schools and school systems are held accountable for the performance of all students. Schools and school systems not making adequate yearly progress toward student achievement goals risk state intervention.
